The spending review announcement on 25th November was a scaled back from earlier plans for a full Comprehensive Spending Review, which would have set government department spending totals for the next three years, including Barnett consequentials for the devolved administrations. As it was the government took the decision to go with a one-year spending settlement instead – and to focus on meeting the needs of government departments during the pandemic.
